I don't think that Carter, when he came into office, was "anti-American and evil." As proof of this, notice how he actually governed in the last two years of his term -- he tried to parry the Soviet invasion of Afghanistan, and he did treat the Iranians as his enemies (though he handled both situations with great incompetence.
